This study seeks to address the political reality faced by the notion of building a multilateral community in East Asia and various institutional arrangements required to overcome problems associated with the challenge. The study aims to develop to a next level theories that have already been dealt with in existing theses through in-depth case studies related to the theories. Based on a theory called the Membership Game, which is related to multilateral cooperation, this study intends to identify the four major variables used in the game balance between the indifference of superpowers and necessity of other potential member nations, superpowers’ competition and balance of power strategies, regional countries’ balance of interest, strategies, and checks, and membership game through counter responses ? as well as apply them to the idea of building a new multilateral organization in East Asia and offer analytical explanation. Korea is set to host the 2012 Nuclear Security Summit, which will feature not only a nuclear security summit among heads of states and many others but also the “NGO Nuclear Security Summit” to be attended by private sector experts from around the world. Nonetheless, little is known in Korea as to the exact meaning of the term nuclear security, let alone its significance or specific methodology to realize it on the ground. This study is intended to review and analyze overseas discussions on the significance, necessity, and promotion methods of nuclear security for the purpose of making contributions to the development of agenda for the “2012 NGO Nuclear Security Summit” to be held in Korea and to the successful progress of discussions at the summit. • Hallyu in North Korea and the Influence of Broadcast Media in the Unification of Germany (Korean)

It has turned out that the “Sunshine Policy” toward the North can increase exchanges and cooperation between the two Koreas to a certain extent but can never lead to significant changes in North Korea’s nuclear programs or military-first policy. The reason is that the sunshine policy may cause North Korea to feel warm and decide to take off its “coat” for the North to determine to give up its nuclear programs and military-first principle, however, alterations in its DNA structure will be required. Recently, South Korean TV dramas and movies which vividly reflect the values and culture of the South Korean society have spread widely, albeit secretly. They have stirred North Korean society such that North Koreans have begun to imitate the South Korean culture in their everyday lives. In the unification process of Germany, TV broadcasts and other visual media played a pivotal role in motivating East Germans to want to be united with West Germans deep within their psyche. Therefore, it is only timely and extremely significant to try to draw positive implications for the Korean peninsula through reviews and comparisons of the Hallyu phenomenon in North Korea with the impacts of West Germany’s visual media on the unification of Germany. Contents I. Introduction II. Evolution Processes of Hallyu and Perspectives on the Wave III. Characteristics of North Korea’s Broadcast Media and Control of Information Technology in North Korea IV. Current State and Tasks of South Korea’s Radio Broadcast toward the North V. Reality of the Hallyu Phenomenon in North Korea and its Cultural Implications VI. Roles of Broadcast Media in the German Unification Processes VII. Implications of the Hallyu Phenomenon in North Korea from the standpoint of the German Unification Processes
