    Message from Jeju, the Island of World Peace   It has been 12 years since Jeju was designated as the “Island of World Peace.”   Since January 27 2005 when Jeju was designated and declared as the Island of World Peace, it has operated various programs for peace. Through continuous 17 peace practicing projects pushed ahead without single cease, it has established solid infrastructure for peace promotion.   I think events such as establishment of the 4.3 Peace Park, concord between 4.3 Bereaved Families and Jeju Police Veterans' Association, and designation of 4.3 as national tribute day are good example of enabling the citizens of Jeju to overcome the unfortunate history through spirit of reconciliation and coexistence. The Jeju Forum, which is marking its 12th anniversary, is becoming a representative site of knowledge diplomacy pursuing peace and prosperity of East Asia.   The attraction of the Jeju's first international organization UNITAR (UN Institute for Training And Research) Jeju International Seminar Center, proactive Inter-Korean Exchange and Cooperation project by the local government, and international development cooperation project with underdeveloped countries, etc. are representative peace promoting projects that Jeju has pursued so far.   Established through peace promoting projects, the infrastructure of peace in Jeju are now entering into a new stage based on creativity and harmony.   The "carbon-free island" project, a vision of Jeju 2030, is turning into a vision of energy peace informing Jeju to inside and outside of the country. Not long ago, the Davos Forum from Switzerland was well-received by introducing the "green big bang strategy." "Jeju, the island of world peace," is now advancing into a "Jeju-type peace industry" with virtuous cycles of peace and economic profit. There are peace projects that are unable to find direction due to internal and external difficulties.   In terms of external factors, North Korea’s continuing nuclear test, the deadlock between South and North, and the cold atmosphere in Korea-China relationship due to our deployment of THAAD are limiting Jeju’s role for world peace.   Internally, there are residents who have to overcome their pain of sacrifice and loss as a result of the construction of the 2nd airport, which is already confirmed as a government business. Moreover, there are many internal factors threatening the daily life of residents and peace, such as garbage issues, traffic congestion, parking issues, housing issues, real estate issues, etc.   I believe now is the time to put our utmost effort into finding alternatives and consider how we can overcome factors causing conflicts that broadly exist within our society.   Jeju Province will do its best to a peaceful community where everybody embraces and respects each other instead of fighting due to conflicts. We will also actively deal with issues that are threatening the peace of our daily life by broadening the scope of communication and enhancing governance with the province's citizen society.   Soon, Jeju, the island of world peace, needs to find a new impetus for peace promoting projects. Specifically, it should find new world peace promoting projects that differ from existing projects which rely on the nation’s resources as it upgrades Jeju’s reputation and future value.   Peace promoting projects by Jeju, which is celebrating the 12th anniversary of its designation as an island of world peace, will start to build a new horizon through the residents' participation and peace city diplomacy. ​ First of all, out of the 17 peace promoting projects being pursued under the government’s support, many have already been completed. So far, peace promoting projects participated in by residents stay still from its announcement. I believe now is the time to build specific plans for peace promoting projects participated in by residents and projects for internal peace of Jeju society. I will explore peace promoting projects participated in by residents as I work with private, public, academy, and research sectors.   Second, I will take the lead in active city diplomacy. City diplomacy is an act of diplomacy directly participated in by a city in order to resolve and prevent conflicts, build peace, and work for poverty reduction, humanitarian support, emergency rescue, etc. The United Cities and Local Governments (UCLG) is asking all cities to provide new roles to regional areas and is also seeking their active participation in city diplomacy.​   The city diplomacy of Jeju should be based on "peace" as its brand. From the perspective of peace city diplomacy, I will further extend and strengthen the global peace network that has been formed previously and advance and extend our relationship with other peace cities in the world. I will also push through with ODA projects based on peace as its brand, also known as the "peace ODA." Furthermore, I would like to upgrade the annual Jeju Forum to a global forum representing the city diplomacy of South Korea.   Now, we have a noble duty to build a peaceful Jeju Island through peace promoting projects led by the Jeju Government and its residents.     Jeju was designated as the island of world peace by the government on January 27, 2005 by inheriting the resolution of the Jeju 4·3 incident and coexisting spirits of ROK-USSR (1991), ROK-US (1996), and ROK-JAPAN (1996, 2004) Jeju summit talks, which broke down the wall of the Cold War between the East and the West. For the last 10 years, Jeju as the island of world peace has been continuously promoting 17 projects including the resolution of the 4·3 incident, establishment of the Jeju Forum, holding of UNITAR (UN Institute for Training and Research) international training center, international development and cooperation, local government’s cooperative project for exchange between North and South, etc. Furthermore, Jeju Island has had great performances by extending the scope of peace to the industrial level and informing not only Koreans but also people from overseas of the “carbon-free island project” by advancing the project as a “Jeju-type peace industry.” Nevertheless, we are facing some difficulties in pushing ahead with peace industries due to domestic and international circumstances such as the conflict within Northeast Asia owing to the development of THAAD in the Korean Peninsula, issues with North Korean nuclear weapons, pain of local inhabitants due to the construction of the 2nd airport, and threat to peace in daily life for the province inhabitants due to the rapid growth. From now on, we plan to pursue our goals by actively finding island inhabitants participating projects for peace practice, extending and strengthening the global network through “city diplomacy” based on a brand aiming for “peace,” promoting the “peace ODA,” and advancing the annual Jeju Forum as the global forum representing South Korea in order to overcome such difficulties and expand its role as the island of world peace.

Promotion Policy - reating 4·3-gil by linking the 4·3 historical site scattered around in the middle mountain - Performing evaluation on the management and operation status after the construction of 4·3-gil - Assigning a cultural commentator of 4·3-gil to the three sites of 4·3-gil for always-on operation - Strengthening the promotion of 4·3-gil by utilizing various methods   Ⅱ.     Meaning and Future Task of 4•3-gil   [caption id="" align="alignright" width="150"] Kim Myung-manVice Chairman of the 4•3 Special Committee, Jeju Special Self-governing Province Council[/caption] On January 27, 2005, the South Korean government officially designated Jejudo Island as the “Island of World Peace.” One of the purposes was to transcend the tragedy of the April 3 incident to realize reconciliation and coexistence. It signifies that Jeju, one of the major islands in the Korean Peninsula, deserved a position, raising its voice for world peace. It also means that Jeju, with such a horrendous past dubbed the April 3 incident, had become the epicenter of world peace. Provided such purposes were understood, the construction of 4•3-gil can be viewed as closely related to making Jeju truly the “Island of World Peace.”   There is probably no one in Jeju who does not know Olle-gil. Recently, as “Halla Trail” came to be known, the trail has drawn a lot of attention. Still, not many people know that 4•3-gil is being constructed. Won Hee-ryong, who was elected for the sixth time in the popular election, promised perfect resolution of the April 3 incident even before the launch of his political career. His promise had “hidden” the construction of 4•3-gil – “hidden” meaning one needs to watch it closely. Thus, let us look into the details.   Constructing 4•3-gil meant developing themed courses by zone and 4•3 contents while building Olle-gil associated with the April 3 historic sites. Of course, long before that, events to pilgrimage at historic sites of the April 3 incident had long been held among related groups or people with such intention. That the administration began to take interest and recognize the need, albeit belatedly, is deemed a very meaningful attempt.   The fact that Jeju is an international city of freedom with unique nature and humanistic environment in Korea is already well-known. Thanks to that, it has become an island attracting 15 million tourists annually and won triple crowns from UNESCO. Still, the other side of the island’s beauty is a sad and painful history. The island was ruled by China’s Yuan Dynasty during the Goryeo Dynasty, and it was a place of banishment and uprising during the Joseon Dynasty. Jeju suffered from exploitation under Japanese colonial rule as well as the April 3 incident after the country was liberated. The fundamental purpose of constructing 4•3-gil is to overcome such painful past and make Jeju the site of history education where people can realize the importance of peace and human rights. In other words, it is a form of “dark tourism” from which people try to learn a lesson from the painful history.   Starting with Dongwang Village in Andeok in 2015, 4•3-gil has been constructed in Euigwi in Namwon, Bukchon in Jocheon, and Geumak in Hallim, with Gasi Village in Pyoseon to be constructed by the end of this year. 4•3-gil has been built in a total of five regions. It is believed that a course by village continues to be developed. The corresponding authorities seem to have many concerns, mainly because they have to go beyond construction and seek plans to utilize 4•3-gil actively. Thus, they have made efforts by allocating docents by course while discussing the matter with the corresponding village and by including them in field training programs operated by human resource development centers. Nonetheless, their inducement effects are deemed to leave a lot to be desired.   Let us look more closely into their real intention. As if the April 3 incident alone does not cause enough headaches, an all-day non-stop tour around the April 3 historical site or the site of the massacre will require considerable patience. Thus, the tour course should be diversified, and development for good storytelling is needed. For example, if the course can include a hike in the middle or a visit to the field with stone fences or small streams, tourists might find the tour more appealing.   We cannot disregard the importance of promotion. The authorities are making efforts to develop apps, but efforts should include promotion to schools and Education Offices across the nation so that school excursions can be planned on Jejudo Island. In addition, this writer wishes for promotion to be included in history and/or culture lectures held in human resource development centers, so that it can have opportunities to provide content to all civil officers taking lectures on Jejudo Island. More importantly, there are concerns about the laboriously constructed 4•3-gil being damaged due to various development projects. This requires measures for careful operation and utilization.

    Congratulatory Message by Won Hee-ryong, Governor of Jeju Special Self-Governing Province at the Opening Ceremony of 4•3-gil in Geumak-ri   Hello everyone,   We are very honored to open 4•3-gil in Geumak Village. Geumak Village has long been a prosperous and beautiful village, with 8 parasitic cones and both small and large streams. Sadly, the painful history of the 4•3 Incident that swept Jejudo Island 69 years ago did not spare Geumak-ri. Many villagers were sacrificed, and large parts of the village were lost. Even now, traces of the 4•3 Incident in Geumak Village remain, such as those in Junggareum, Donggareum, Saengimul, Gwedongsan, Bengduigareum, and others. August 20, 1950 the day the Korean War broke out The memorial tombs of Manbengdi that honor the 63 Hallim-myeon victims who were sacrificed at the ammunition storage site of Sangmo-ri in Daejeong-myun are here in Gaetgeorioreum Parasitic Cone. With the opening of 4•3-gil today, we hope everyone would vividly experience and empathize with the remains of the painful history in many places of Geumak-ri, and we hope that you remember the importance of peace and human rights and keep building a way to reconcile with our history. The opening of 4•3-gil is one of the important businesses required to accomplish the “4•3 Perfect Resolution” that I promised. With the opening of Donggwang-ri in 2015 as the start along with the opening of 4•3-gil in Uigwi-ri and Bukchon-ri in 2016, we hope you will follow us in the opening of 4•3-gil in Geumak-ri this year. Through an agreement between the central government and other local autonomous government entities, we are looking for opportunities to spread 4•3-gil domestically and all over the world by launching the 4•3-gil Walking Contest, for one. Everyone, next year will be the 70th anniversary of the 4•3 Incident. With the help of the bereaved families of victims of the 4•3 Incident and the provincial community, Jeju 4•3 was able to emerge as a model for solving past affairs and as a symbol for reconciliation and mutual prosperity. For more compensation and rewarding of the victims, to repair the sullied reputations of those who were convicted, for the establishment of a reporting system for victims, for further support for the excavation of the victims’ corpses, and to expand actual support for the victims and their bereaved families We hope all of you will work hard with us to solve the remaining problems of the 4•3 incident. We will do our best so that all members of the community come together for the 70th anniversary of the 4•3 Incident, and the victims can smile once more amid the tribute by people all over Korea. Jae-in Moon President of the Republic of Korea   Jeju Forum for Peace and Prosperity Jeju, June 1, 2017   I would like to express my heartfelt congratulations on the holding of the 12th Jeju Forum for Peace and Prosperity and extend a warm welcome to all participants. My special thanks go to the guests who have come to Jeju Island from over 80 countries around the world.   Distinguished Guests, First, I would like to bring your attention to the beautiful nature of Jeju Island. Jeju is a 'world-renowned environmental treasure-island' which has been awarded the UNESCO’s prestigious triple crown - a World Natural Heritage site, a Biosphere Reserve and a Global Geopark. Although your stay may be brief, I hope all of you can fully enjoy this wonderful island. But what makes this island truly beautiful is its people. Since far back in history, people have referred to Jeju Island as an island known for three things you will not find here – no thieves, no beggars and no front gates. No matter how tough life was, people on this island never coveted what belongs to others nor begged. Instead, they trusted and depended on each other. This is a beautiful community that is quite rare in our world and an example of a 'community of peaceful coexistence' which humanity should aspire toward. I hope that you may also fully experience the charm of the lovely people of Jeju island. Distinguished Guests, 69 years ago, this peaceful and beautiful island suffered a terrible tragedy. Tens of thousands of innocent residents who did not even know what ideology meant were sacrificed in the its name. This was an ordeal suffered on the front lines of the Cold War that ravaged the world. However, Korea and Jeju island have now moved beyond the suffering of the past and are opening the way toward peace and reconciliation. In 2006, the Korean President himself acknowledged the responsibility of the state and made an official apology on behalf of the nation. My new administration will continue to carry out its remaining responsibility in finding the truth and restoring the honor of the victims and their families. I am especially delighted that a session on the April 3rd Incident is to be held for the first time in this Forum. With the 70th anniversary of the April 3rd Incident next year, I hope the session will be an opportunity to heal the remaining pain and scars of the people of Jeju. Now Jeju Island is healing the remaining vestiges of confrontation and conflict, and opening a new age of peace and coexistence. This is the spirit of the Jeju Forum - 'seeking peace and common prosperity of Northeast Asia'. Distinguished Guests, The new government of the Republic of Korea will fulfill its responsibility and play its part in pursuing 'the peace and common prosperity of Northeast Asia'. We will launch an entirely renewed initiative and boldly implement it for lasting peace and prosperity on the Korean Peninsula. To this end, we will work with the international community. In cooperation with relevant countries including the United States and China, we will bring North Korea out to dialogue through persuasion and pressure and achieve the resolution of the North Korean nuclear issue as well as improvements in inter-Korean relations and US-North Korea relations. We will take the lead in dealing with Korean Peninsula issues without relying on the role of foreign countries. The recent series of missile launches by North Korea is a serious challenge not only for the Korean Peninsula but indeed for international peace and stability. I will respond resolutely to such provocations together with the international community. Also, in the case North Korea commits an armed provocation, I clearly pledge to preserve the peace by promptly and forcefully retaliating with the defense capabilities of both the Republic of Korea and the steadfast Korea-U.S. alliance. Distinguished Guests, On a Korean Peninsula made free from the threat of war, I will ensure that the economy flourishes. An economic community encompassing South and North Korea will bring about the 'Miracle on the Korean Peninsula' which will change the global economic map by expanding South Korea’s 'Miracle on the Han River' into North Korea’s 'Miracle on the Taedong River'. This will also play the role of establishing a lasting peace regime on the Korean Peninsula and in Northeast Asia. I also take great interest in the session on the human rights situation in North Korea which is scheduled for the second day of the Forum. As a human rights lawyer, I have long championed the human rights of the South Korean people. And as human rights are universal values of mankind, I will endeavour to enhance the human rights of the North Korean people without hesitation. In cooperation with the international community, I will urge the North Korean authorities to intorduce changes to its policies and institutions. Distinguished Guests, A peaceful Korean Peninsula is no longer just a dream. Within my term in office, I will a drastic turning point for peace on the peninsula. I will lead the Republic of Korea to spearhead efforts for peace and common prosperity in Asia. It is my hope that all of you will join me in this grand dream. I would like to once again express my deep appreciation to the officials of the Jeju Provincial Government and the citizens of Jeju Island who have made this forum possible with your hard work and dedication.     The Jeju April 3 Incident, Human Rights and Peace of Woman and Minorities in East Asia Session Held on June 2. The Jeju April 3 Incident, Human Rights and Peace of Woman and Minorities in East Asia session was held on June 2, 2017, with a special focus on the problems of minorities of East Asia’s countries who got deep scars by state violence. Resulting that about 10 percent of the population on Jeju Island were killed by security forces, Jeju April 3 incident will have been for 70 years next year. After the movement of democratization in Korean society in 1987, there have been various studies for finding the truth of Jeju April 3 incident. But the discussion and studies of the minorities - woman, children, and old people who were killed during the Jeju April 3 incident - are insufficient.   President Moon Jae-in delivered the congratulatory message to the Jeju Forum at the opening ceremony of the 12th Jeju Forum for Peace and Prosperity, saying, "Now Jeju Island is healing the remaining vestiges of confrontation and conflict, and opening a new age of peace and coexistence." He also said "This is the spirit of the Jeju Forum ? seeking peace and common prosperity in Northeast Asia."

      Confirming the Jeju 4.3 Incident Investigation Report on October 15, 2003, the National Committee for Investigation of the Truth about the Jeju April 3 Incident has decided to designate the April 3 National Memorial Day at government level. As part of such efforts, eighty-two lawmakers including Kim Woo Na proposed a resolution urging the designation of the April 3 National Memorial Day to the National Assembly on April 2, 2010, and lawmaker Kang Chang-il proposed the amendment to the Special Act on Fact-finding and Reinstatement of the Impaired Reputation of the Victims of Jeju 4.3 Incidents (hereafter the “Special Act”) for the designation, etc. of the April 3 National Memorial Day on April 8, 2011. The opinion that “The Korean government shall amend the Presidential Decree of Various Anniversaries prior to the following year’s April 3, and designate April 3 as National Memorial Day to cherish the memory of the victims of the Jeju 4.3 Incident” has been included in the Amendment to the Special Act with the approval of the plenary session of the National Assembly on June 27, 2013. Thus, the designation of the April 3 National Memorial Day has been ‘de facto’ confirmed. With the promulgation of the Amendment to the Special Act on August 6, 2013, the Jeju Special Self-Governing Province has urged the Government to step up its efforts to take and follow up a set of measures and policies related hereto. In March 2014, the Enforcement Decree on the designation of the April 3 National Memorial Day was amended. These measures and others are geared towards achieving the following four goals: (1) designation of the April 3 National Memorial Day (2) holding of April 3 memorial service as national ceremony (3) welfare and compensation for the bereaved families and (4) placing all these matters under the authority of the Ministry of Patriots and Veterans Affairs. The procedures are as follows. - A draft resolution urging the designation of the National Memorial Day proposed to the National Assembly on April 2, 2010 (Kim Woo Nam and 86 persons) on April 2, 2010. - A suggestion regarding the designation of the April 3 National Memorial Day made to the Minister of Public Administration and Security who visited the Jeju Island on September 10, 2010. - A suggestion regarding the designation of April 3 as national anniversary made to the Prime Minister who visited the Jeju Island on October 29, 2010. - The suggestion made to the 16th April 3 Central Committee Meeting chaired by the Prime Minister on January 26, 2011. - A decision made to suggest the designation of the April 3 National Memorial Day to the 103rd April 3 Executive Committee on January 31, 2011. - The suggestion made when visiting the Vice Governor for Administrative Affairs, the Ministry of Public Administration and Security, etc. on February 9, 2011. - A request made to urge the Ministry of Public Administration and Security to amend the Enforcement Decree of the Special Act on February 9, 2011. - A suggestion regarding the designation of the April 3 National Memorial Day made to the Presidential Secretary for Social Integration who visited the Jeju Island on March 24, 2011. - A suggestion regarding the designation of the April 3 National Memorial Day made to the Prime Minister who attended the April 3 memorial service on April 3, 2011. - An amendment to the Special Act proposed by lawmaker Kang Chang-il on April 8, 2011 (designation, etc. of the April 3 National Memorial Day) on April 8, 2011. - Lawmaker Kang Chang-il, made an inquiry to the Government as a member of the National Assembly Special Committee on Budget and Accounts on August 25, 2011. - A suggestion made by twelve people, including executives of the 4.3 Bereaved Family Association, who visited the history-related affairs support directorate and local lawmakers on October 20, 2011. - A suggestion made by five people, including executives of the 4.3 Bereaved Family Association, during a meeting with the Minister of Public Administration and Security on November 22, 2011. - The parliamentary passage of the Amendment to the Special Act on June 27, 2013. (The opinion subordinate to the Amendment: “The Korean government shall amend the Presidential Decree of Various Anniversaries prior to the following year’s April 3.”) - The Amendment to the Special Act promulgated on August 6, 2013 (opinion subordinate to the Amendment). - A suggestion made by the 4.3 Incident-related organizations and the 4.3 Bereaved Family Association to the Jeju Special Self-Governing Province, later to the Ministry of Security and Public Administration, to collect extensive opinions about the anniversary’s title from all levels of society on August 30, 2013. - The Governor responded positively when visiting the central government on December 19 and the 4.3 Bereaved Family Association three times in the period from December 8 to 19, 2013. ■Vice Minister at the Office for Government Policy Coordination Hong Yoon-sik, decided to skip some of the procedures for the amendment of the provisions related to the following year’s April 3. ■Presidential Secretary for Political Affairs Park Yun Woo expressed his willingness to provide proactive support to the designation of the April 3 National Memorial Day. - The Korean Government announced the prior announcement for legislation regarding the designation of the April 3 National Memorial Day as national anniversary on January 17, 2014. - The Enforcement Decree for the designation of the April 3 National Memorial Day as national anniversary amended in March 2014. - The national ceremony held to cherish the memory of the victims of the Jeju 4.3 Incident on April 3, 2014.  ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ ̄ Photo: 박성우, "제69주년 4.3희생자추념식 엄수..."이제 편히 영면하소서"", , http://www.headlinejeju.co.kr/?mod=news&act=articleView&idxno=303113, 2017.04.03

      on April 3, 2017 at the Jeju April 3 Peace Park Fellow Koreans, citizens of Jejudo Island, and families of the victims of the Jeju April 3 Incident, It is the third of April, a day that must not be forgotten. This year, the Jeju April 3 Incident marks its 69th anniversary. With an infinitely somber and solemn heart, I would like to extend my condolences and pay my respects to all the victims of the April 3 Incident as well as to the victims and families of the deceased that have endured great pain and sorrow. I would also like to express my gratitude to Acting President Hwang Kyo-ahn who attends the ceremony on behalf of the Korean Government, distinguished guests, and citizens of the Republic of Korea who have all gathered to honor the memory of the deceased. The Jeju April 3 Incident, the most tragic event in Korea’s modern history, has become a symbol of reconciliation and coexistence and the exemplary model that has settled history. I believe it is the result not only of efforts made to uncover the truth behind the April 3 Incident and overcome the bondage of animosity, conflicts, and ideological confrontations between the left and the right but also of holistic, impartial resolution. From now on, we must strive to turn the spirit and value of the April 3 Incident into positive energy of unity and legacy for our future generations. To do so, we have made great efforts based on three principles: carrying out the community-oriented spirit of generosity implementation of national integration and world peace and transmission of lessons to future generations. In that light, the Jeju April 3 Incident Commemoration Week, which started last year, has been expanded to the April 3 Peace and Human Rights Week this year. During the week, the April 3 Peace and Human Rights Education Week is in operation for our next generations textbooks on April 3 Peace and Human Rights for all schools in Jeju and the rest of the nation have been published as well. The families of the victims of the Jeju April 3 Incident will serve as honorary teachers to deliver the value of peace and human rights. We will complete the projects to build the Children’s Hall and the Peace Forest in the April 3 Peace Park until the end of this year. Starting this year, we will actively work on having the record of the Jeju April 3 Incident registered in the UNESCO World Record Heritage. The registration of the Jeju April 3 Incident in the UNESCO World Record Heritage will provide an invaluable opportunity for the whole humankind to share the value of the Incident and to recognize the Republic of Korea as a mature country in human rights for resolving her sad history. Fellow Koreans, citizens of Jejudo Island, and families of the victims of the April 3 Incident, By next year, we will be commemorating the 70th anniversary of the April 3 Incident. I believe that, through the process of overcoming the hardships faced by our country, the 70-year history of the April 3 Incident will serve as an invaluable guide for all of us. We will prepare well for the 70th anniversary of the April 3 Incident by disseminating the value of peace and human rights and working hard to unite all citizens of Korea. As part of the preparation for the 70th anniversary of the April 3 Incident, a voluntary consultative body by citizens has already been established, as citizens of Jejudo Island and citizens of Korea sharing the spirit of the April 3 Incident have gathered their strengths and hearts as one. Moreover, political authorities including the Korean central government and the National Assembly have played their roles to resolve the April 3 Incident. Nonetheless, there still remains much to be done in order for the Jeju April 3 Incident to leap forward to the world and to the future, for we seek continuing attention and support for the compensation and indemnification of the victims of the April 3 Incident the permanent establishment of deliberation and resolution for the victims and their families, recovery of reputation of convicted persons in the April 3 Incident, and excavation of remains of the missing persons as a result of the April 3 Incident. Once again, I would like to express my deepest gratitude to all of those who have come to be a part of today’s special occasion of condolence, consolation, and harmony for our better future, and I pray that those who died in the Jeju April 3 Incident will rest in peace.     on April 3, 2017 at the Jeju April 3 Peace Park Fellow Koreans, families of the victims of the Jeju April 3 Incident and citizens of the Jeju Island, and distinguished guests, Today marks the 69th anniversary of the Jeju April 3 Incident, a tragic event in Korea’s modern history. First of all, I would like to express my sincere condolences to the victims of the Jeju April 3 Incident and pray for the repose of the souls of the deceased. I would also like to extend the same to the families for the loss of their loved ones and for enduring great pain. Likewise, I am deeply grateful to the citizens of Jejudo Island for their hard work that has allowed them to overcome historical trauma and make Jeju peaceful and beautiful. The Korean government has strived to uncover the hidden truth behind the Jeju April 3 Incident, restore the dignity and reputation of the victims and their families, and organize commemoration projects in close collaboration with the citizens of Jeju Island. Since 2014, national commemorative events have been held on the commemorative day designated as a national memorial day. We at the government will continue to spare no effort to honor the victims and help their family members heal from the pain of the past.   Citizens of Jejudo Island, Jeju is undergoing rapid transformation into a world-renowned island of peace. With a number of sites designated as UNESCO World Natural Heritage sites, Jejudo Island has been loved not only by the Korean people but also by citizens of the world. The island’s economy is witnessing rapid growth with Jeju ranking No. 1 among the 17 megalopolises and provinces of Korea in terms of economic growth rate and private consumption growth rate in 2015. Under rather unfavorable domestic and international circumstances, however, the island is faced with a myriad of challenges that need to be addressed such as the fall in the number of foreign visitors entering Jeju as far as I know. The Korean government will strive to make the tourism industry take a leap forward once again by attracting foreign tourists through diverse means, boosting domestic tourism, and providing temporary support and assistance to tourism businesses. Personally, I have exerted my best efforts to overcome this crisis by presiding over countermeasure meetings that are fully geared towards boosting domestic demand and reinvigorating tourism. As for domestic tourists visiting Jejudo Island, the rate has increased by 9 percent compared to the same period in the previous year. From now on, I will make the most of a very unfortunate situation by gathering the strengths and wisdom of public and private sectors, with the government redoubling efforts so that projects to build infrastructure in the Jeju region, including the new harbor and the second airport, proceed according to plan. Citizens of Jejudo Island, “Reconciliation and coexistence,” or the spirit of the Jeju April 3 Incident, should still be an inspiration and an important lesson to us today. Our country faces many challenges in diverse areas, especially in national security and economy. Amid growing fears over the North’s reckless provocations, the South’s social divisions and potential for political conflict caused by a series of recent incidents are worsening as time goes by. The best way to handle such crises more effectively is to work together in unity and in harmony to maximize national capacity building in that respect. I sincerely hope that the spirit of reconciliation and coexistence, which the citizens of Jejudo Island have managed to foster, will become the “energy of hope” to open new windows into the future of the Republic of Korea. Once again, I pray that those who died in the Jeju April 3 Incident will rest in peace and wish all of you good health and happiness.
